In the program, the famous CCTV MC Chen Weihong talked with Wang Rong, and BYD President Wang Chuanfu, Kingdee Chairman Xu Shaochun, Southseas Oils & Fats General Manger Li Qiang and some citizen representatives, experts and scholars were also invited to take part in the talk and discussion.

The room for development, land use in the construction of enterprises, strategic new industries, integration of the districts originally inside and outside the SEZ, talent attraction, improvement of people’s livelihood, etc. in Shenzhen were the hot topics in the program. The MC, major guest, business managers and onsite audiences expressed their own views and communicated openly.

Taking a road of scientific development based on careful and intensive cultivation
During the simulated “defense”, the first question was related to land resources. Li Qiang, General Manger for Southseas Oils & Fats being restricted by the bottleneck of land availability, was the first to pose questions.

“We practically feel that we have taken a road of rapid growth through investment in Shenzhen,” said Li Qiang. This first overseas Chinese enterprise investing in Shenzhen created the brand Arawana in this city. In the past 20 years, Arawana was developed from Shenzhen to all over the country, and contributed nearly RMB 1.5 billion of tax to Shenzhen. In 2009, Arawana was awarded the Shenzhen Mayor Quality Prize.

Li Qiang showed two checks. “This is the 3 million yuan check awarded by the government. It has enhanced our confidence in further development in Shenzhen and inspires us to make greater contribution to the development of this city in the new period. And this one has no date and, for the amount, the digits following the first figure are zeros, which symbols that our investment in Shenzhen will be unlimited and we hope for greater development in this city,” said Li Qiang, “However, the land price in Shenzhen is very high. Due to shortage of land, our further development is restricted. We hope Shenzhen will break the bottleneck of land availability, thus solves the problem in the sustainable development of Arawana and we can put this check into practice early.”

“The scarcity of land resources sure is a major bottleneck in the current development of Shenzhen, however, such scarcity is relative,” said Wang Rong. He analyzed that, firstly, Shenzhen now has lands of more than 100 km2 to be developed which, if well planned and utilized, will certainly become the huge potential for the growth of enterprises and industrial development. Secondly, Shenzhen is carrying out the secondary development of urban space, in which, based on the extensive development in the past 30 years, through urban redevelopment, industrial improvement and “emptying the cage, removing the bird”, space is requested from the city; a road of scientific development based on careful and intensive cultivation is taken; and the government and enterprises coordinate in land use planning, industry selection, improvement of production mode, etc. to boost intensive land development and scientific development to reach the upper level. Thirdly, since July 1 this year, Shenzhen Special Economic Zone has been expanded to include the whole city and the area of the SEZ has reached 1,991 km2. The districts originally outside the SEZ will have great room for development.

“For excellent enterprises and brands like Arawana, Shenzhen will be sure to provide better services, and they will not fail to carry out a check of such a large amount due to shortage of land resources,” Want Rong said affirmatively.

“Now that Want Rong has helped you find the solution to sustainable development, can we fill any number of zeros following the figure on your check and will the whole amount be invested in Shenzhen?” Chen Weihong seized the opportunity to pose a challenge.

“You can fill any number of zeros, as the Group particularly hopes to continue developing in Shenzhen. The talk of Secretary has set our mind at ease.” Wang Rong made thorough analysis and Li Qiang responded readily, which drew enthusiastic applause.

Integration of the SEZ - the process of level finding
Chen Weihong used a template of the map of Shenzhen to begin the second question at the simulated “defense”. This prop was uneven, with the four districts originally inside the SEZ as a whole significantly higher than the two districts as well as Guangming and Pingshan New Districts originally outside the SEZ, which signified the difference in the level of development between the districts originally inside and outside the SEZ.

This question was asked by Sun Haifeng, the person in charge of the “Folk Mind Bridge” program of Shenzhen Media Group. Starting with Wang Rong’s solving the lack of traffic light at the intersection of Jianshe Road in Pingshan New District as guest to “Folk Mind Bridge” when he acted as Acting Mayor, Sun Haifeng asked the question about how to boost the integration of the SEZ.

“In the aspects of the standard for infrastructure and the level of urbanization management, etc., there does exist no small gap between the districts originally inside and outside the SEZ. After the integration of the SEZ, level should be found for these aspects to eliminate the gap step by step.” Wang Rong indicated that the government should increase manpower, materials, funds and efforts to improve the level of development in Bao’an and Longgang Districts as well as Guangming and Pingshan New Districts originally outside the SEZ which are expected to reach the standard of the districts originally inside the SEZ within 10 years or so to achieve the integration of the SEZ gradually.

“The efficiency of land use originally outside the SEZ was only 15% of that inside the SEZ, so the improvement of the efficiency of land use originally outside the SEZ is the only road,” said Chen Weihong.

Wang Rong agreed and said that, in the past 30 years, the districts originally outside the SEZ had made great contributions to the development of Shenzhen, however, they consumed large quantities of resources. Therefore, in the process of integration of the SEZ, the level of development and utilization of the lands originally outside the SEZ should be improved, which is also the potential for development.

“To improve the efficiency of land use originally outside the SEZ, the key is to improve the level of advanced manufacturing and productive service industries,” Le Zheng, Director of Shenzhen Academy of Social Sciences, emphasized development above ground and plane development, as well as 3D development including those underground. Yan Jinming, Deputy Director of the School of Public Administration of Renmin University of China, took Hong Kong as an example and believed that the concept of land use in Shenzhen should be transformed to comprehensive consideration of the economic, social and ecological benefits of land use, and comprehensive supervision of the mode of approval in respect of management methods, with standard and fine management emphasized.

Carefully reading the book of Hong Kong for building an advanced city
“You often say we should carefully read the book of Hong Kong. Do you have any book reviews to share with us?” asked Chen Weihong when Hong Kong was talked about.

“As the window city of Chinese reformation & opening policy, one of the major factors for Shenzhen developing so rapidly and so well in the past 30 years is its adjacency to Hong Kong. Shenzhen has been learning from and cooperating with Hong Kong to develop together with Hong Kong,” said Wang Rong. At the new starting point, Shenzhen should further learn from Hong Kong, carefully read the book of Hong Kong, seriously learn the international concept, law-based society, fine management and high-end industries to help Shenzhen develop into an international modern and advanced city.

“Mr. Yan, do you think what indexes should be used to measure this international modern and advanced city?” Chen Weihong threw the topic to the guest Yan Jinming.
“Powerful economic strength, perfect service facilities, high standard of living and high ecological civilization are required,” Yan Jinming compared the building of an international modern and advanced city to the building of a house, with the efficient use of land resources as the foundation, high-end industry development as the columns, and high quality and equal social welfare as the roof.

“Your metaphor is vivid, and we now understand what an advanced city looks like.”

New industries - the new growth pole for Shenzhen

When the industrial development in Shenzhen was talked about, Chen Weihong was interested in the GDP goal of RMB 1.5 trillion by 2015 in Shenzhen, and asked whether this goal was too high to achieve.

“It is entirely possible for Shenzhen to reach the economic aggregate of 1.5 trillion yuan by 2015,” Wang Rong answered affirmatively. Among the total output value of over RMB 820 billion last year, the four pillar industries account for about 60%. In the new period of development, these four pillar industries will still have great room for development. At the same time, Shenzhen has launched the revitalizing and development plan and policy based on three new industries, i.e. new energy resources, Internet and biology. It is estimated that these three industries will realize the industrial scale of RMB 650 billion by 2015 and form added value of RMB 300 billion. “If anyone concerns that the goal of 1.5 trillion yuan can’t be achieved, new industries can settle his or her mind at ease. New industries will develop rapidly and will be the new growth pole for the future development of Shenzhen.”

Wang Rong’s talk echoed the sentiments of BYD President Wang Chuanfu. As a key new energy enterprise supported by Shenzhen government, BYD realized great-leap-forward development in recent years. New energy automobiles produced by BYD, including electric taxi, are sold in Shenzhen, China and even all over the world.

When Wang Chuanfu with bright smile asked questions, he highly recognized Shenzhen’s support for new energy automobiles and great financial support for BYD, including subsidies for new energy automobiles and thoughtful service provided by the government to solve the logistics, staff accommodation, land use, etc. of the enterprises.

“The beneficial interaction between government and enterprises is very important for the growth of some strategic new industries,” said Wang Rong. New energy automobiles are new products and need the support by government in respect of market development and technological breakthrough, therefore Shenzhen provides specific services, increases subsidies, and greatly supports their promotion and application. It is believed that after 3-5 years, as the production scale expands and the application of the products becomes mature on the market, the enterprise will not need subsidies any more.

“If Arawana and BYD visit you at the same time, to whom will you give the land?” Chen Weihong put a difficult question to Wang Rong.

“This is a no-win situation - Arawana and BYD are both indispensable products,” answered Wang Rong with a smile. One is oil used every day and the other is automobiles being accepted by more and more people, therefore we will consider them together and provide powerful support to both.

Wang Rong’s answer drew enthusiastic applause.

Chen Weihong posed a challenge to Wang Chuanfu this time by suggesting him to also prepare a large amount check for investment in the construction of Shenzhen.

“BYD is going to invest about 5 billion yuan in building the world’s largest iron battery base in Shenzhen,” said Wang Chuanfu with emotion, “The talk of Secretary gives us more confidence. It should be said that, without Shenzhen, there would be no BYD. We will settle in this ideal place forever.”

Developing “Peacock Initiative” to boost a new round of development in Shenzhen
“When you were in Suzhou, you once proposed that Suzhou would catch up with and surpass Shenzhen. Now you have come to Shenzhen, what is your next goal?” Chen Weihong always poses penetrating questions.

Wang Rong confessed that catching up with and surpassing each other is the driving force behind progress. Local leaders should be confidential and goal-oriented. The goal of Shenzhen is to be on a par with international cities such as Hong Kong, Singapore, etc.

“The achievement of such goal relies on people,” said Chen Weihong. The personnel system in Shenzhen has been reformed and innovated several times, making this ideal place a fantasy land for many people to establish a business and succeed in those years.

It was for this ideal place that Kingdee Chairman Xu Shaochun came here in those years. 22 years ago, when Xu Shaochun has just come to Shenzhen, he borrowed RMB 5,000 to assemble a computer, and commenced his entrepreneurial career through programming and financial software development. He believed that Shenzhen before the year 2000 really had the attraction as a SEZ, and many people came here because Shenzhen was a SEZ and a world of youth. He hoped that, in the new period of development, Shenzhen would focus on competition of high-end talents and innovation of policies and measures, and make greater effort in introducing application-based experts and talented managers.

“To attract talents, a region should have the opportunity of development, high quality of life, and moderate cost of living,” said Wang Rong. In order to build Shenzhen into a city suitable for gathering talents in the new period of development, in recent years, Shenzhen has introduced several policies. Firstly, high-end, high-qualified talent qualification has been carried out for two years in a row, and today 1,600 high-qualified talents enjoy government subsidies. Secondly, from this year, the government will allocate funds of about RMB 700 million every year as housing allowance of RMB 200-1000 for each newly graduated student with Bachelor’s degree or above. Thirdly, the housing for talents is included in the scope of low-income housing, and 7,600 houses will be provided to talents this year. Fourthly, aiming at the issue of non-registered population exceeding registered population, the point-based addition policy introduced by Guangdong Province will be implemented and addition channels will be broadened actively to attract talents. Fifthly, Shenzhen will positively go out to look for talents, and has developed the “Peacock Initiative” for recruiting talents at home and abroad with the purpose of creating the phenomenon of “the Peacock Flies to the Southeast” once again. According to the planning, in the next several years, Shenzhen will introduce 50 teams of about 1,000 high-end talents from overseas to drive more than 10,000 high-qualified innovative enterprising talents, thus boosts a new round of development in Shenzhen.

Education deciding the next 30 years of Shenzhen
Are the citizens of Shenzhen happy? How high is this happiness index? Fan Jun, head of Gongzongli Survey Organization, prepared a nongovernmental edition Government Work Report this year which did not talk about GDP and just talked about the people's livelihood based on a lot of sample surveys, which was recognized by Wang Rong. In the program, Fan Jun showed the nongovernmental edition prop and nongovernmental edition equation: 3＋9＋3＋4＝?

Fan Jun explained that the first “3” stands for preschool education in kindergartens; “9” stands for nine-year compulsory education; the second “3” stands for 3-year secondary education; and “4” stands for 4-year university education. His answer was that education decides the next 30 years of Shenzhen. He believed that Shenzhen should pay great attention to education, and expend more effort to cultivate the local children into talents in addition to introducing talents, which is the driving force for the future development in Shenzhen.

Wang Rong indicated that Shenzhen is a young city, so there are many children here and preschool education is a prominent issue. In recent years, the municipal party committee has been thinking about how to accelerate the development of preschool education jointly with private enterprises. Although Shenzhen has provided relatively adequate places for compulsory education recently, it is difficult to balance the quality of education. He said we can build an enterprise within several years, but the building of a university, especially a famous university with international competitiveness requires longer time. Shenzhen has a good Shenzhen University, and is currently planning to establish South University of Science and Technology. It is believed that Shenzhen will make up the short-board of education as soon as possible to meet the expectation of the citizens and strengthen the foundation for the future development in Shenzhen.

To end the simulated “defense”, based on the “three questions” about Shenzhen posed by Secretary Wang Yang, Chen Weihong asked Wang Rong: What is independent for Shenzhen with a history of 30 years? What should Shenzhen do to greet the 30th anniversary? What should Shenzhen do in the next 30 years?

Wang Rong indicated that in the past 30 years, Shenzhen had made great contribution to Chinese reformation & opening, and used its own practice and achievements to demonstrate the correctness of reformation & opening policy, which had strengthened our confidence in further reformation & opening to make our country more prosperous and stronger, and made us believe the path of socialism with Chinese characteristics definitely can succeed. This year is the 30th anniversary of Shenzhen SEZ. At such an important time point, we hope to recreate fiery years in which passionate people do pioneering work. In the next 30 years, we should make great efforts to act as a good pioneer for scientific development and accelerate the building of an international modern and advanced city.

Yesterday, Shenzhen made its way by relying on courage, and it is believed to be able to explore a new path of scientific development with wisdom tomorrow. Let’s bless Shenzhen.
