In combination with Shenzhen’s space structure and industrial layout, based on a network-styled organization structure and functional layout and planning, and in consideration of regional industrial coordination, land development potential, traffic infrastructure, environmental constrains and other factors, Shenzhen has formulated the overall layout idea of “connecting upstream and downstream the industrial chain in and out the special zone, and realizing diversified development of east, central and west industrial parks” during the 11th Five-year Plan Period. It will construct high-tech and advanced manufacturing industrial belt with Nanguang Road, Jihe Road and Greater Industrial Area of Waihua Road as the axle, and transverses from east to the west, and will gradually form the industrial layout structure of “one center, three bases and multiple groups”.
One center
One center refers to the Shenzhen Special Zone, the comprehensive industrial service center of the city for finance, information, technologies, marketing and labor. It is also the R&D base of high-tech and innovative industry, and the design and production platform of metropolis-styled industries such as small-scale printing, branded garments, gold and jewelry and artwork.
Three bases
Based on group organization structure outside the special zone and in combination with industrial distribution features, three advanced manufacturing bases, i.e. east, central and west, will be formed to promote convergence of industrial space and promote cluster-based development of industry. These three bases are the east Shenzhen advanced manufacturing base comprised of the Longgang Center group and the east industrial group, the central Shenzhen advanced manufacturing base comprised of the central comprehensive group and the central logistics group, and the west Shenzhen advanced manufacturing base comprising of the west industrial group and west high-tech group.
The East Shenzhen advanced manufacturing base will focus on the development of electronics equipment and a chemical & industrial base. The equipment industry will focus on numerical-control machines, transportation equipment, electric appliances, machine and apparatus, new energy, power transmission and transformation, and precise machine manufacturing. Greater industrial zone and high-tech industrial park will be used to greatly develop digital audio, IC manufacturing, bio-pharmacy, fine chemical and other high-tech industries. With respect to traditional advantageous industries, centralized development of furniture, bicycle and other industries will be promoted.
Central Shenzhen advanced manufacturing base will focus on the development of electronics communications equipment. Now, three high-tech industrial clusters, i.e. PC, communications equipment and electro-mechanical integration, have been formed in Longhua-Banxuegang region. In the future, efforts will be made to support auto and parts manufacturing while enhancing the development of three industrial groups. With respect to traditional advantageous industries, centralized development of small household appliance manufacturing, garments, toys and artwork gifts will be accelerated.
The West Shenzhen advanced manufacturing base will focus on the development of electronics and new materials production. It will focus on the development of high-tech industries such as PC, compound semiconductor, electronic elements, flat-panel display, bio-pharmacy, new materials and medical instruments, elevate technical levels of traditional advantageous industries, speed up the centralized development of mould, underwear and watch-making industries and greatly develop yacht and shipbuilding and ship-maintenance industries by making use of the long coastal lines.
Multiple groups
Under the guidance of the overall layout of “one center and three bases”, main directions for industrial groups outside the special zone will be further specified. Detailed layouts are as follows:Longgang central group: Cultivating Xinsheng, Baoqiao-Pingxi industrial areas and elevating Wulian and Tongle industrial areas with Baolong High-tech Area and Longcheng Industrial Area as the leaders. By making use of the sub-center comprehensive service functions of Longgang, efforts will be made to improve municipal planning, road and other infrastructure construction and public service and improve the investment environment of the industrial park. With respect to industries, it will focus on the development of IC manufacturing, digital audio-visual, electro-mechanical integration and other high-tech industries, enhance traditional advantageous industries such as plastics, toy, artwork and gifts, and constrain the development of industries with high water consumption and serious pollution, such as leather, printing and dyeing, paper-making and galvanization.
East industrial group: Actively cultivating Sha, Tiantou, Jiasha-Shatian industrial areas, Pingshan Luohu Industrial Park, and elevating Pingshan Liulian Industrial Area with Pingshan New District and Biling High-tech Area as the driving center. Efforts will be made to improve municipal planning, road and other infrastructures around the park, elevate comprehensive service functions of the group and improve the overall investment environments. With respect to industries, it will focus on the development of numerical control machines, container, auto manufacturing, electric appliance and machines, new energy, precise machine manufacturing and other equipment manufacturing industry as well as electronics information, bio-pharmacy, fine chemical and other high-tech industries. It will accelerate construction of centralization base of traditional advantageous industries such as furniture and bicycle, and constrain the development of industries with serious pollution such as leather-making and galvanization.
East biological group: Orientation of the group is an international biological shoreside tourism resort. Therefore, ecological and environmental protection should be the pre-condition of industry selection. It will constrain large-scaled industrial development and will focus on precise instrument, electronic products and elements, and R&D of environmental protection and ocean biological technologies, which have higher requirements on environment quality and add no pollution to the environment. Development of industries with pollution and high water consumption will be prohibited.
Central comprehensive group: Further strengthening the integrated development of PC, communications equipment and electro-mechanical integration, accelerating facility construction of Guanlan Auto Industrial Park and promoting the formation of auto electronics industrial base with Guanlan-Longhua-Banxuegang as the center. Efforts will be made to accelerate the integration of village and town-level industrial parks and enhance development of traditional advantageous industries such as garment and toy. Most of the lands of central comprehensive group are located in Grade II water reserve area of Guanlan River. Therefore, development of industries that add pollution to the water should be constrained.
Central logistics group: Developing dismantling and primary processing industries related to logistics transportation by making use of convenient traffic conditions and the geographic advantages of nearby Pinghu Logistics Park. Efforts will be made to develop a modern household appliance industry based on Ganli and Xialilang industrial parks and promote centralized development of the glass industry centered on Apollo Industrial Park.
West industrial group: Cultivating Yanluo, Dayangtian-Tantou, Gongming Heshuikou industrial parks with Shajing-Fuyong Industrial Park as the leader, actively promoting the industrial elevation of Shajing Xiner Industrial Park, Shapu Industrial Park and Shajing Hufu Industrial Park, and promote infrastructure construction and improve an investment environment based on Shajing sub-center. With respect to industries, efforts will be made to development of PC, electronic elements, flat-panel display, fine chemical and other high-tech industries, yacht and shipbuilding/repairing and other new emerging industries, and metal products, printing, leather, paper-making and other traditional industries. West industrial group is located at the east bank of the Pearl River Entrance, and is located downwind of the city. Industries with pollution to the environment can be centralized in the group appropriately. Uniform planning will be made to construct a galvanization industrial base in west Shenzhen.
West high-tech group: Integrating Gongming Street village-level industrial parks and focusing on the development of compound semiconductor, LCD display, micro-electronics, optical, mechanical and electronic integration, PC and other high-tech industries with Guangming Southern High-tech Area as the development center and Shiyan High-tech Area as the auxiliary, and enhancing development of mould, underwear, watch, plastics and other traditional advantageous industries. Considering that west high-tech group is located near the main drinking water reservoir of Shenzhen, development of polluting industries will be constrained.
